Here’s my take on this. The delivery of the fuses was intentional. The paper trail making it look like a big mix up is part of it. The story is announced two years after the incident began (just one month after that missile vs. satellite episode). “Hello China? Hello? Testing, testing 1,2,3. Is this thing on?” Yes it is very much on.
I also recently read an account of the intentional devaluing of the American dollar as an economic lever against China, devaluing the dollars that they hold, making their products relatively more expensive and driving up their costs for energy and raw materials.
